Position Overview
The team is seeking a practical, business-minded, experienced Contracts Manager to lead the company’s in-house contracts management function. As the principal contracts subject-matter expert and internal business partner, this person will manage the full lifecycle of contracts management, including prime contracts, subcontracts, teaming agreements, nondisclosure agreements, master service agreements, consulting agreements, purchase orders, and other related instruments, from opportunity identification and proposal review through negotiation, administration, modification, closeout, and record retention.
The ideal candidate is a hands-on Contracts Manager who can operate independently, translate complex requirements into clear business guidance, build and implement processes for the company, and identify contractual issues before they become program, financial, audit, or customer problems.
This role is not only about administering contracts. The team needs a Contracts Manager who understands how to pursue and win work through the specific contract vehicles the company uses or plans to obtain, and who partners closely with Capture and Business Development to stay ahead of deadlines, protect percentage wins (PWins), and never miss an opportunity.
The Contracts Manager will work closely with Operations, Program Management, Client Delivery teams, Finance/Accounting, Pricing, Business Development/Capture, Human Resources, Recruiting, Security, and Executive Management to ensure that contractual requirements are understood, communicated, monitored, executed, and complied with.
Key Responsibilities
- Manage the complete lifecycle of prime contracts, subcontracts, task orders, delivery orders, purchase orders, teaming agreements, nondisclosure agreements, master service agreements, consulting agreements, and other contract-related documents.
- Partner with Capture and Business Development on pursuit strategy for the team’s contract vehicles, including bid/no-bid input, teaming, solicitation review, compliance, and PWin assessment.
- Review solicitations, requests for proposals, representations and certifications, contract terms and conditions, and amendments; identify requirements, exceptions, risks, and required approvals.
- Develop and recommend pricing strategies and support pricing coordination on proposal submissions.
- Lead contract negotiations with prime contractors, subcontractors, vendors, teaming partners, and consultants, escalating legal or business issues when appropriate.
- Serve as the prime contact for communications with contracting representatives (Contracting Officers, Contracting Officer’s Representatives (CORs), Contract Specialists, and clients), as well as the company’s teaming partners, vendors, executive team, and legal representation.
- Interpret and support compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency supplements, contract clauses, and company policies.
- Develop compliant subcontract terms and appropriate prime-contract flow-downs; support source selection, subcontract negotiation, consent requirements, and subcontract administration.
- Advise on contract type, funding, period of performance, deliverables, invoicing, allowable costs, intellectual property and data rights, organizational conflicts of interest, and other material terms.
- Track contractual deliverables, funding, options, modifications, notices, reporting obligations, government property requirements, and key dates; communicate obligations to responsible owners.
- Support proposal planning and process, compliance reviews, certifications, and submission readiness in partnership with business development, finance, and technical teams.
- Coordinate responses to audits, reviews, requests for information, and other customer inquiries relating to contract administration.
- Maintain complete, accurate, organized, and audit-ready contract files, correspondence, approvals, and records in an electronic repository.
- Monitor regulatory and contractual developments that may affect the company and proactively recommend practical actions to leadership.
- Develop and implement the contracts management structure, governance, policies and procedures, business processes, and training across the company.
- Perform other contract, compliance, and business operations duties as needed.
- Up to 20% domestic travel is required.

- Win rate and PWin performance on pursuits supported
- Timely, compliant proposal and contract actions with no missed deadlines or opportunities
- Effective use of the company’s contract vehicles, including task and delivery order awards
- Audit-ready contract files and compliance with FAR/DFARS and contract requirements
- Strength of partnership with Capture, BD, Pricing, Finance, and Program teams
- Successful implementation of contracts management processes, templates, and training
Required Qualifications
- Seven to ten (7–10) years of progressively responsible contracts administration and management experience supporting the full lifecycle of U.S. federal government procurements and contract administration.
- Experience with federal contract vehicles, including GSA Multiple Award Schedule (MAS), BPA, IDIQ/Indefinite Delivery Contracts (IDC), SeaPort-NxG, and associated task and delivery orders.
- Experience supporting DoD, Army, and Navy procurements and proposal efforts, including solicitation review, compliance, teaming, pricing coordination, negotiation, and contract administration.
- A proven, current win record, including wins during recent challenging federal budget and procurement conditions, and the ability to speak to win rates and PWin strategy.
- Demonstrated knowledge of the FAR and DFARS, applying contract clauses in day-to-day operations.
- Experience independently reviewing, drafting, negotiating, and administering prime contracts and subcontracts.
- Track record of working closely with Capture and Business Development teams and staying ahead of deadlines.
- Strong written and verbal communication, negotiation, and stakeholder-management skills.
- Ability to manage competing deadlines, shift between strategic and detailed work, and operate effectively with limited administrative support.
- High energy, urgency, and initiative; thrives with minimal supervision and high standards.
- Proficiency with Microsoft 365 and electronic document, signature, and contract-record systems.
- U.S. citizenship.
- Bachelor’s degree in Business, Contracts, Finance, Law, Public Administration, or a related field, or an equivalent combination of education and relevant experience.
Preferred Qualifications
- Current Secret clearance; ability to obtain and maintain a U.S. security clearance is required for certain programs.
- Experience with FFP, T&M, Labor-Hour, and other federal contract types.
- Experience with small businesses servicing the federal government.
- Process-oriented experience developing, implementing, and improving procedures and templates.
- Customer-focused, team-player mentality with a “can-do” attitude, integrity, discretion, accountability, and strong attention to detail.
- One or more of the following certifications: Certified Professional Contracts Manager (CPCM); Certified Federal Contracts Manager (CFCM); Federal Acquisition Certification in Contracting (FAC-C); Department of War certifications; Certified Commercial Contracts Manager (CCCM); PMP.
