The Air and Missile Defense Operational Test Suite (AMDOTS) is the NEC/NEA test and evaluation data warehouse: it automates data collection from sensors, command and control nodes, correlation centers, and forward users of the covered ITW/AA, missile defense, NC3, and space warning systems, and provides the central repository and reporting capability that supports Technical Performance Evaluations (TPEs) and other USSTRATCOM missions. The Senior Engineer owns the software and database side of AMDOTS: the Extract, Transform, Load (ETL) Toolkit developed in Microsoft Visual C++ that reads Remote Monitoring Unit (RMU) and ITW/AA host log files, parses message traffic, and loads transformed data into the AMDOTS Data Warehouse hosted in Microsoft SQL Server; the SQL Server database scripts, stored procedures, and maintenance plans; the automated and web-based reporting tools; and the end-to-end automated data transmission from sources to the warehouse. This position develops and delivers all associated software, source code, and documentation to the Government with unlimited rights, develops the AMDOTS Data Analysis Course, and supports TPE and real-world data analysis for the certification team.

Key Responsibilities

  • Upgrade and maintain the AMDOTS Data Warehouse, including the ETL software source code and documentation; Microsoft SQL Server database scripts, stored procedures, maintenance plans, and documentation; and automated reporting features.
  • Maintain and enhance the AMDOTS ETL Toolkit (Microsoft Visual C++), which reads RMU and ITW/AA system host log files, extracts message records, transforms them into a common format, parses all message traffic, and loads parsed and transformed data into the SQL Server data warehouse; update and provide the data loading and transforming functions documentation and source code.
  • Automate and maintain end-to-end data transmission from source systems to the AMDOTS Data Warehouse, including associated disaster recovery and contingency plans.
  • Develop web-based presentation and reporting tools and the test and evaluation data warehouse (central repository) to support reporting for TPE and USSTRATCOM missions.
  • Develop and deliver all software and documentation for data collection, data retrieval, data processing, and the AMDOTS Data Warehouse, at a level of detail sufficient for a developer of comparable expertise to further develop the deliverable, including programs, executables, source code, design details, algorithms, flow charts, and related material.
  • Ensure no harmful code (back doors, time bombs, drop-dead devices, or other functionality-disabling code) is introduced into AMDOTS; ensure AMDOTS software is compatible and interoperable with the covered systems and NEC/NEA networks, hardware, and services without detrimental effect; assist in minimizing effects and restoring losses if harmful code is discovered.
  • Develop and deliver an AMDOTS Data Analysis Course supporting both real-world and test data analysis.
  • Support the certification and TPE team in using AMDOTS to expedite test data analysis and assist development teams in real-time correction of anomalies.
  • Perform database security and integrity functions for the AMDOTS Data Warehouse: define and implement access controls to the data, verify data integrity, and support creation and testing of data backups.
  • Maintain a system schema by mission functionality for the AMDOTS systems.
  • Support development and maintenance of the AMDOTS configuration control and management plan, system administrator policy, and disaster recovery and contingency plan.
  • Provide reports on the AMDOTS systems at Government request and provide technical support and guidance to AMDOTS users.
  • Travel to AMDOTS sites as instructed by the Government to install equipment, load new software, and troubleshoot AMDOTS equipment.

Minimum Qualifications

  • Ten (10) or more years of demonstrated experience in automated data collection and retrieval, data analysis, T-SQL, currently approved Microsoft SQL Server development and administration, and C++ software development.
  • Ten (10) or more years of demonstrated relevant experience, in any combination, with the following systems: ITW/AA Situation Monitoring; TES; MD systems that are also ITW/AA, COBRA DANE, and C2BMC; NC3 systems; and space surveillance and control (space warning) systems.
  • Ten (10) or more years of demonstrated relevant experience in testing, analyzing, planning, operations, analytical studies, or systems development related to military space programs, simulations, and systems.
  • Information Assurance Technical (IAT) Level II certification in accordance with the Information Assurance Workforce Improvement Program (DoD Manual 8570.01-M), current at time of proposal submission.
  • Must possess an active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access.
  • TS/SCI access must be in place at task order award or prior to commencement of work to gain entry to the facilities where integrity/certification testing is performed.
  • Must be willing and able to travel within CONUS to Government test and operational facilities, including as a passenger on military transportation into non-hostile areas; all travel is COR-approved.
  • Must be a United States citizen.
  • Must be able to pass a National Crime Information Center (NCIC) background check for installation access and be eligible for a Common Access Card (CAC).

Desired Qualifications

  • Direct experience developing or maintaining AMDOTS, its ETL Toolkit, or its data warehouse and reporting tools.
  • Experience with Microsoft Visual C++ development on Windows, including parsing binary or text message logs from operational military systems into relational data stores.
  • Experience developing web-based presentation and reporting tools against a Microsoft SQL Server back end, and with SQL Server automated reporting, job scheduling, and maintenance plan design.
  • Familiarity with ITW/AA, missile warning, NUDET detection, missile defense (C2BMC), NC3, or space warning system message traffic and host log formats.
  • Experience delivering Government software with unlimited rights under DFARS data rights clauses, including source code, build instructions, and developer-level documentation.
  • Experience authoring disaster recovery and contingency plans, configuration control and management plans, and system schema documentation for data warehouse environments.
  • Experience developing and delivering technical training, such as a data analysis course for Government analysts.
  • IAT Level III or higher baseline certification, or Information Assurance System Architecture and Engineering (IASAE) certification.
  • Bachelor’s degree or higher in computer science, software engineering, information systems, or a related technical discipline.
