System certification is a Chairman, Joint Chiefs of Staff directed requirement that provides an independent validation of system integrity for the Commander, United States Strategic Command (CDRUSSTRATCOM), delegated to the NC3 Enterprise Center Systems Certification Branch (NEC/NEAC) under USSTRATCOM Instruction 535-1. The Senior Engineer provides Advisory and Assistance Services (A&AS) to the NEC/NEAC System Certification staff at Peterson SFB, serving as a senior technical authority on the integrity and technical performance of the covered Integrated Tactical Warning and Attack Assessment (ITW/AA), missile defense, NC3, and space warning systems. This position leads document review, test preparation, test support, data analysis, and Technical Performance Evaluation (TPE) activities; identifies certification and integrity issues to the Government at design reviews and test events; and produces the technical reports, evaluation reports, and briefings that support Government certification decisions. The Senior Engineer mentors Journeyman engineers and may be designated the Task Order Team Lead responsible for day-to-day coordination with the Contracting Officer’s Representative (COR), the Weekly Activity Report, and core work-time management.
Key Responsibilities
- Lead integrity and technical performance analysis of the covered systems (ITW/AA Situation Monitoring; Theater Event System (TES); Missile Defense (MD) systems that are also ITW/AA, COBRA DANE, and C2BMC; NC3 systems (e.g., FSAM, Nuclear Planning and Execution System, SMART-NG); and space surveillance and control (space warning) systems) to ensure current and future systems conform to operational, architectural, integrity, and technical performance requirements; identify technical deficiencies to the Government to assure end-to-end integrity.
- Review development test and evaluation (DT&E) and operational test plans and procedures, Test Objective Worksheets (TOWs), other test documentation, and requirements documents (e.g., ORDs, CDDs) for impact to the technical integrity and sufficiency of requirements verification; deliver written comments in technical reports.
- Review system deficiency reports as they occur, monitor trend analysis, and identify certification/integrity issues.
- Evaluate scenarios and simulations designed to test the covered systems for how well they demonstrate system integrity, non-degradation, and proper function against the threat.
- Attend Government-identified test-related meetings to ensure proposed test methods and scenarios will not degrade the integrity of the covered systems; submit comments through the approved process (e.g., Comment Resolution Matrix); participate in developing simulation requirements, including data reduction and recording requirements.
- Attend test events (pre-test briefs, test execution, and post-test briefs); brief the COR verbally at test conclusion and deliver Quick Look Evaluation Reports covering system configuration, software versions, abnormalities, correct processing, and planned retest dates.
- Analyze data from system tests and identify data collection requirements to the Government; use the Air and Missile Defense Operational Test Suite (AMDOTS) to expedite analysis and assist development teams in real-time anomaly correction; document discrepancies in Problem Reports (PRs); provide verbal updates on critical items within 24 hours and formal data analysis reports within five working days of receipt of data reductions.
- Attend covered-system design reviews, Integrated Product Team, Integrated Test Team, status, and working group meetings; verbally identify potential certification issues (proposed design, test capability, redundancy) to the meeting body; deliver trip reports and meeting minutes.
- Develop, maintain, and update the certification database used to plan, conduct, and record Systems Integrity Board meetings and track certification status, incorporating user features as directed by the COR; develop and maintain the System Certification Course.
- Lead planning, coordination, and execution of Technical Performance Evaluations (TPEs); analyze covered systems’ end-to-end technical performance and report results for NEC/NEA in accordance with SI 535-04; provide periodic simulation media requirements and technical reviews.
- Support evaluation planning working groups; develop detailed procedures for all evaluation participants (final delivered at least 10 days before test execution); in coordination with the Government TPE lead, develop TOWs and Consolidated Exercise Support Requests (CESRs) for each evaluation (drafts delivered at least 60 days before test execution); update participant data collection checklists.
- Execute TPE and space warning system real-world data collection; retrieve and quality-control all post-test data; follow up with participants to ensure timely receipt of essential data; provide weekly data collection status reports to the Government TPE lead.
- Submit PRs within 72 hours of discovery; participate in PR scoring in accordance with TO 00-35D-54 and SI 535-04; enter scored PRs into the Government incident report system and track recurrence across subsequent TPEs.
- Prepare draft (within 70 calendar days of last test day) and final (within 10 workdays of COR approval) TPE evaluation reports containing an executive summary, TPE recap, mission impact assessment, listing of documented problems, recommendations, and CJCSI applicability assessment; develop draft findings briefings; deliver Lessons Learned memoranda within five workdays of draft report delivery.
- Review technical documents supporting the TPE program, including scenario and simulation media, with reviews and reports delivered within five workdays of receipt.
- Collect, analyze, and assemble all artifacts for system certification packages into certification package network folders to support Government certification decisions.
Minimum Qualifications
- Ten (10) or more years of demonstrated relevant experience, in any combination, with the following systems: ITW/AA Situation Monitoring; TES; MD systems that are also ITW/AA, COBRA DANE, and C2BMC; NC3 systems; and space surveillance and control (space warning) systems.
- Ten (10) or more years of demonstrated relevant experience in testing, analyzing, planning, operations, analytical studies, or systems development related to military space programs, simulations, and systems.
- Must possess an active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access.
- TS/SCI access must be in place at task order award or prior to commencement of work to gain entry to the facilities where integrity/certification testing is performed.
- Must be willing and able to travel within CONUS to Government test and operational facilities, including as a passenger on military transportation into non-hostile areas; all travel is COR-approved.
- Must be a United States citizen.
- Must be able to pass a National Crime Information Center (NCIC) background check for installation access and be eligible for a Common Access Card (CAC).
Desired Qualifications
- Fifteen (15) or more years of combined experience with the covered systems and with military space test, evaluation, and analysis.
- Demonstrated experience leading test and evaluation teams or serving as a task lead/team lead on a Government A&AS or T&E support contract, including preparation of weekly activity reports and quarterly Program Management Review inputs.
- Direct experience supporting the USSTRATCOM/NEC system certification process, Systems Integrity Board, or Technical Performance Evaluation program, including working knowledge of SI 535-01 (Systems Certification Process), SI 535-04 (Technical Performance Evaluations), SPI 3422.01, CJCSI 3296.01A, and CJCSI 5119.01C. Experience developing TOWs, CESRs, detailed test procedures, and data collection checklists for ITW/AA, missile warning, NUDET detection, or space warning test events.
- Experience scoring Problem Reports in accordance with TO 00-35D-54 and entering/tracking PRs in a Government incident report system.
- Experience using AMDOTS or comparable test and evaluation data warehouse and analysis tools to conduct end-to-end technical performance analysis.
- Experience authoring Quick Look reports, formal data analysis reports, evaluation reports, and technical briefings for senior Government decision-makers.
- Prior assignments at one or more of the performance facilities listed in the Essential Job Function (Buckley SFB, Offutt AFB, Schriever SFB, Cheyenne Mountain SFS, Vandenberg SFB, Peterson SFB, Sandia National Laboratories).
- Bachelor’s degree or higher in engineering, physics, mathematics, computer science, or a related technical discipline.
- Experience developing and delivering technical training curricula, such as a system certification course.
- Experience designing and maintaining a database or tracking tool used to record board proceedings and track status (e.g., a certification database).
