The Air and Missile Defense Operational Test Suite (AMDOTS) collects data from sensors, command and control nodes, correlation centers, and forward users of the covered ITW/AA, missile defense, NC3, and space warning systems through Remote Monitoring Units (RMUs) fielded at Government sites, and feeds that data to the AMDOTS Data Warehouse to support Technical Performance Evaluations (TPEs) and other USSTRATCOM missions. The Senior Engineer owns the fielded data collection layer: the design, configuration, installation, administration, and maintenance of RMUs and their Protogate Freeway and FreeBSD-based components, the internal and external networks that carry collected data, and the site As Built documentation and installation schedules for each RMU location. This position keeps automated data collection and retrieval running end-to-end, maintains AMDOTS equipment procedures and disaster recovery plans, and travels to RMU sites to install equipment, load new software releases, and troubleshoot.

Key Responsibilities

  • Install, administer, and maintain RMUs as instructed by the Government so that they support automated data collection and retrieval for the AMDOTS Data Warehouse; set up, configure, and support internal and external networks; develop and maintain all systems, applications, security, and network configurations.
  • Design, configure, and maintain Protogate Freeway communications components and FreeBSD-based RMU operating environments that perform automated data collection and retrieval from covered-system sources.
  • Troubleshoot network performance issues; identify potential problems and provide recommendations to resolve them; recommend upgrades, patches, new applications, and equipment.
  • Support operating system installation and maintenance of RMUs: develop the installation schedule, coordinate with site personnel, and install and verify each new release at each location.
  • Travel to sites as instructed by the Government to install equipment, load new software, and troubleshoot AMDOTS equipment.
  • Evaluate and update site As Built documentation and technical solutions for RMU installations as site modifications are identified; deliver As Built amendments within five days of receipt of the final technical solution.
  • Update and maintain RMU system configuration documentation, including internal and external interfaces, and the AMDOTS configuration control and management plan.
  • Develop and update procedures to maintain AMDOTS equipment and provide them to the Government.
  • Automate and maintain data transmission from RMU sources to the AMDOTS Data Warehouse end-to-end, including disaster recovery and contingency plans; periodically update and maintain AMDOTS disaster recovery and contingency plans.
  • Maintain the external user log of organizations requesting AMDOTS assistance or support, and provide technical support and guidance to AMDOTS users.
  • Perform data analysis on collected RMU data to verify collection completeness and quality in support of TPE execution and real-world data collection efforts.
  • Support system/network administration of AMDOTS IT equipment using the latest approved operating systems, including system availability, performance, recoverability, security enforcement, and security vulnerability patching.
  • Perform system-wide integrity tests to verify maximum throughput and efficiency of the data collection network.
  • Ensure no harmful code is introduced into AMDOTS and that AMDOTS components are compatible and interoperable with the covered systems and NEC/NEA networks without detrimental effect.
  • Deliver documentation for data collection and data retrieval software and configurations to the Government with unlimited rights.

Minimum Qualifications

  • Three (3) or more years of demonstrated experience in automated data collection and retrieval, data analysis, Protogate Freeway design and configuration, and FreeBSD operation.
  • Ten (10) or more years of demonstrated relevant experience, in any combination, with the following systems: ITW/AA Situation Monitoring; TES; MD systems that are also ITW/AA, COBRA DANE, and C2BMC; NC3 systems; and space surveillance and control (space warning) systems.
  • Ten (10) or more years of demonstrated relevant experience in testing, analyzing, planning, operations, analytical studies, or systems development related to military space programs, simulations, and systems.
  • Information Assurance Technical (IAT) Level II certification in accordance with the Information Assurance Workforce Improvement Program (DoD Manual 8570.01-M), current at time of proposal submission.
  • Must possess an active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) access.
  • TS/SCI access must be in place at task order award or prior to commencement of work to gain entry to the facilities where integrity/certification testing is performed.
  • Must be willing and able to travel within CONUS to Government test and operational facilities, including as a passenger on military transportation into non-hostile areas; all travel is COR-approved.
  • Must be a United States citizen.
  • Must be able to pass a National Crime Information Center (NCIC) background check for installation access and be eligible for a Common Access Card (CAC).

Desired Qualifications

  • Direct experience installing, administering, or maintaining AMDOTS RMUs or comparable remote data collection units at ITW/AA, missile warning, missile defense, or space warning sites.
  • Experience integrating data collection hardware with operational system interfaces at Government sites, including site surveys, As Built documentation, and coordination with site personnel for installation windows.
  • Experience with FreeBSD system hardening, patching, scripting, and remote administration, and with configuration of network services supporting automated file transfer to a central data warehouse.
  • Familiarity with Microsoft SQL Server data warehouse ingest processes sufficient to coordinate with the AMDOTS Data Warehouse Engineer on end-to-end data transmission.
  • Experience authoring equipment maintenance procedures, configuration control and management plans, and disaster recovery and contingency plans.
  • Prior assignments at one or more of the performance facilities listed in PWS 2.3.1.6 (Buckley SFB, Offutt AFB, Schriever SFB, Cheyenne Mountain SFS, Vandenberg SFB, Peterson SFB, Sandia National Laboratories).
  • Bachelor’s degree or higher in computer science, computer engineering, electrical engineering, information systems, or a related technical discipline.
